Did council accidentally put marijuana plants in city centre?

Astana City council is investigating how marijuana plants came to be planted in flowerbeds lining one of its streets!
It’s reported that residents in the Kazakhstan capital alerted the council to the cannabis plants after they noticed a strange aroma as they walked down Auezova Street.
It’s reported that Zelenstroy, the urban gardening company used by the council to tend to the flowerbeds, is carrying out its own investigation.
The council is looking to determine whether the planting of the marijuana plants was a simple error or a case of “guerilla gardening”.
