Woman charged with stealing police car while handcuffed

Pennsylvania woman Roxanne Rimer is alleged to have stolen a police car and have lead police on a 10-mile car chase, all while handcuffed.
Police report they arrested Roxanne for allegedly stealing earrings from a Kohl’s store, after which she was cuffed & placed in the back of a cruiser.
Roxanne apparently then crawled through the partition in the car and sped off, only to be undone 10 miles later when she smashed into a hillside.
Roxanne then got out of the car and tried to run away, still handcuffed – although she was arrested a short time later.
